Running Start/Forward Motion Rule: Should this be in the disqualification section? It will be addressed when the rule change is decided later in the meeting.
Running out of order; judgment call of judge.
BB & SB re-ride rule not in BR. Handle in the rule changes.
Rule changes adopted as ground rules can only be implemented at state/province finals and national finals. They cannot be used in the state/province qualifying rodeos until the following year. This will be a part of the minutes each year.
Release forms not signed by parents of 18 year olds. They are legal adults and we cannot force the parents to sign if they refuse but we will continue to encourage it and request it.
Editing: scoreline diagram needs to read 18 inches, not 18 feet.

#A -- Article IX State Contest, Paragraph 3, Page 23 Change Paragraph to Read: 3. The minimum State/Provincial High School Rodeo which will qualify contestants in the first four places in each event in the average for the National High School Finals Rodeo shall be a two-go-round with an average or a one go-round and a finals, in which at least the top ten go. DELETE: In the cutting horse event the finalists will be left to the discretion of the rodeo committee. The minimum State/Provincial Junior High School Rodeo which will qualify contestants in the first two places in each event in the average for the National Junior High Finals Rodeo shall be a two-go-round with an average or a one go-round and a finals, in which at least the top ten go.

Proposed High School Division Rule Changes Approved:
#1 General Rules, Paragraph 10, Page 25 Barrel Racing, IV Scoring and Penalties, Paragraph 12, Page 86 Pole Bending, IV Scoring and Penalties, Paragraph 11, Page 88 Change Paragraph to Read: The contestant is allowed a running start. If the gate is centrally located, contestant must keep forward motion toward the first barrel/pole. If a side or corner gate is used, a single spin or pivot is acceptable in either direction or by the Arena Director’s approval. ADD: Failure to comply will be a DELETE: disqualification ADD: no time.
# 2 -- Drawing Positions, New Paragraph 14, Page 54 Add New Paragraph 14, Renumber remaining Paragraphs: 14. In the Cutting Event, working order positions within the pre-drawn performance of the second go-round will be randomly drawn.
# 5 -- Tie-Down Roping, I Time Limit, Add to end of Paragraph, Page 62 Steer Wrestling, I Time Limit, Add to end of Paragraph, Page 69 Breakaway Roping, I Time Limit, Add to end of Paragraph, Page 89 Dally Team Roping, I Time Limit, Add to end of Paragraph, Page 95 There will be a thirty (30) second time limit with optional one (1) minute time limit at state/province rodeos. There will be a mandatory thirty (30) second time limit at the National High School Finals Rodeo. Separate Paragraph: ADD: The judge will determine legitimate time allowed before contestant calls for animal.
# 6 -- Tie-Down Roping, III Event Rules, Page 63, New Paragraph 12 d, add to all timed events (TR, BK, SW) Wording will be “jump” in SW change Add New Paragraph 19: 19. In case the field judge flags out a roper that still legally has one or more loops coming, the judge may give the same calf back, lap and tap, plus time already lapsed and any barrier penalties. If time was not recorded, the contestant will receive a 10-second penalty for any loop used. Contestant to only get to use remaining loop.
# 8 -- Bareback Riding, V Rerides, New Paragraph 20, Page 69 Bull Riding, V Rerides, New Paragraph 19, Page 75 Saddle Bronc Riding, V Rerides, New Paragraph 23, Page 78 Add New Paragraph: A contestant will only have the option of a reride if the flank comes off the animal and the contestant did not complete a qualified ride but was qualified up to the point of the flank coming off. DELETE: Saddle Bronc Rerides Paragraph 16, page 77: Contestant may be given reride if flank comes off or breaks, providing the contestant completed a qualified ride. DELETE: Bareback Rerides Paragraph 15, page 68: Contestant may be given reride if flank comes off or breaks, providing the contestant completed a qualified ride.
# 11 -- Cutting Horse Event, Self Adjusted Monitor System, Page 82 Change Paragraph to Read: Self Adjusted Monitor System may be used at the National High School Finals Rodeo and only if three or more judges are used: ADD: Self Adjusted Monitor System may be used at the State/Province High School Finals Rodeo and only if one or more judges are used:
# 18 -- Team Roping, III Event Rules, Paragraph 3, Page 96 Change Paragraph 3: 3. A dally team roper can only enter once at any rodeo with the partner of his or her choice OPTIONAL AT STATE/PROVINCE LEVEL: however, a team roping contestant with no partner may request a partner be supplied as a drawn partner from a volunteer list of entered team roping contestants. This option is available only three times. Thereafter, the team roping contestant must enter with a partner. No points will be awarded to the drawn partner. No drawn partners will be allowed at State/Province Finals Rodeos. They must, however, use the partner with which they qualified at the State/Province Finals to enter the National High School Finals Rodeo, unless his or her partner can not attend the National High School Finals Rodeo, then he or she can pick a new partner, provided the new partner had competed at their State/Province Finals in Team Roping.
Proposed Wrangler Division Rule Changes Approved:
# 20 -- Wrangler Division Rules, Paragraphs 2 & 3, Page 105 Change Paragraphs to Read: National Junior High Finals Rodeos are not to accept any contestant from a State/Province Junior High Finals Rodeo unless said contestant has placed 1st, 2nd ADD: 3rd or 4th in the event which he or she entered at that State/Province Junior High Finals Rodeo or the top two (2) CHANGE TO: top four (4) accumulative point winners in each event which must have competed at their State/ Province Junior High Finals Rodeo and not been disqualified from those finals. A contestant having won, one of the first two CHANGE TO: four positions in any event, will be eligible to enter that event. Ties for the Second CHANGE TO: Fourth Position will be eligible to enter that event. DELETE: Example, a two-way tie for first place in an event will be the two positions per event eligible to compete in that event. If, in any case of the top two (2) CHANGE TO: four (4) qualifying contestants, for the Junior High National Finals Rodeo cannot compete in an event they qualified in, for “finals”, for any reason, the third (3rd) and/or fourth (4th) CHANGE TO: fifth (5th), sixth (6th), seventh (7th) and/or eighth (8th) place qualifying contestant only, would be an alternate to fill these positions and may move up and attend the National Junior High Finals in the event they qualified in, of that year, with certificate of approval from the National Director. DELETE: Option for qualifying three (3) to four (4) contestants for the Junior High National Finals: a. The NHSRA has the right and option to change the number of contestants eligible to qualify from two (2) to three (3) or four (4) for the National Junior High Finals. This will be determined by the number of states/provinces who join the Junior High Division and the number of contestants needed at the National Finals. b. The number of contestants eligible to qualify for the National Junior High Finals will not be less than two (2). This will be determined on a yearly basis.
# 26 -- Ribbon Roping, III Event Rules, Change Paragraphs 6, 7 & 9, Page 112 Paragraph 6: 6. Runner can remove ribbon from the calf’s tail after roper makes catch and after roper touches calf but roper must have a hand on the calf when runner removes ribbon. Change Paragraph to Read: 6. Roper must rope calf, dismount and be in contact with the calf when the Runner removes the ribbon or team will receive a no time. Calf does not need to be flanked. Paragraph 7: DELETE entire Paragraph 7 & Renumber Remaining Paragraphs: 7. Roper must touch the calf before runner crosses finish line and must have hands on calf when runner removes ribbon or team will be disqualified. Calf does not have to be flanked. Paragraph 9: 9. Line judge will flag time when runner crosses finish line. If roper hasn’t touched calf before runner crosses line, or has illegal catch, team will be disqualified. Change Paragraph to Read: 9. DELETE: Line judge ADD: Flag judge will flag time when runner crosses finish line ADD: with ribbon in hand and give to judge or team will receive a no time. DELETE REST OF PARAGRAPH: If roper hasn’t touched calf before runner crosses line, or has illegal catch, team will be disqualified.
Wrangler Division All-Star Team: Wrangler Division All-Star Team will add to the criteria, that the top 2 will be on the team and 8th graders will not be eligible for the team.
Proposed Queen Contest Rule Changes Approved:
# 29 -- Queen Contest, 3. Attire, Paragraph e, Page 102 Add to Paragraph e: f. All blouses, dresses and shirts worn in the Queen Contest must have long sleeves ADD: extending to the wrist and collar DELETE: and cuffs. ADD: A collar is to be raised at least one (1) inch on the neck. It can be a mock style collar which raises straight up on the neck or lapel style collar that folds down on the shirt or dress.
